File tracking system

I want to implement some kind of file tracking/logging system to prevent any
sensitive information leakage.Actually I want to log all the file copies
information, like the file name, the user, time stamp and the target
destination (includes to any other folder, drive) etc. Right now I am trying
to find a better solution for this. Can this work be done by a file system
filter driver? Is there any commercial software on the market which can do
this? Any idea is welcome. Thanks in advance.

Yes, this can be done with a filter driver.

You cannot. The kernel does not know what the “copy” is. People can copy
using, say, zip+unzip (not necessary by standard ZIP shell extension), or
attach to email then save attachment.

You cannot distinguish copying from other activitiy of creating a file and
writing data to it.
