This is the first time I am ever seeing this. But on one Win2K system during
shutdown, one of my legacy filter drivers is getting the following blue
screen:
DRIVER_POWER_STATE_FAILURE: 0x0000009F (0x00000002, 0x88834880, 0x890707F0,
0x00000000)
This driver completely ignores the IRP_MJ_POWER Irp, so any ideas as to why
this might be occurring and what to look for?

At least use PoStartNextPowerIrp/PoCallDriver for them, not IoCallDriver.
