Driver Development on Win Phone 10?

There is plenty of documentation on how to put a PC into test mode and develop a driver before submitting it for WHQL.

How to put a Windows Phone 10 such as Lumia into Driver development mode? The normal development mode setting only allows dev app deployment, but there is no command line access. Actually, all I need to do is place and activate a .INF file that enables WinUSB for my custom USB device.

If this is a device where you control the descriptors, remember that you
can add Microsoft extended descriptors that eliminate the need for an
INF altogether. The descriptors provide your WinUSB interface GUID.

The same way you do any other system software development on Windows Phone 10. You use a Selfhost or test image rather than a retail image on an engineering device.

If you just want to be able to use your USB device through the WinRT APIs then I think Tim’s recommendation is your only recourse.
