Does IFS KIT is necessory for file system filter driver?

Hi every body,
Does IFS KIT is necessory for file system filter driver??
I saw that FILEMON use DDK for its filter driver. I read the NTDDK.h, found
that FastI/O routines prototype also included in it.
So what the IFS KIT provided for file system (filter) driver development??
Microsfot anounce that they don’t support IFS and if there are any changes
between different OS release there are no notice.
So, is it safe to use IFS??

Don’t understand.
