can easily be written within the WDM subset, then it should.
But I have seen too many people ignore the rich Windows 2000
kernel service routine environment (particularily if you include
the IFS kit) and roll their own, because they think being WDM
is something they have to do.

The w2k’s driver model is a superset in WDM.
So, the driver must be either WDM or “extended WDM”.
