distinguish shutdown from reboot

I’d like to distinguish shutdown from reboot in wdm.

Just keep in mind that just because the system says it intends to reboot
does not mean it will.

In my experience the practical usefulness of knowing that the system intends
to reboot is limited. You still need to be prepared for it not doing so.

And for that matter, assuming that the system will *not* reboot when it says
it is not expecting too seems to be a bit optimistic too.
