Is it possible to disable (or make read only) read only and hidden properties in the file general properties tab? or is it possible to disable or modify or replace general tab of file properties.

Your question leaves out a lot of detail that would help point out the best direction to go. Presumably you are talking about the properties tab on the Explorer window. It is certainly possible to prevent setting any attribute on any file using a filter driver but that may not be the best way to accomplish what you really want (which is not stated). It may also be possible to alter or replace the properties tab, but this is not the proper forum for that question. Check out this link for information on Windows Shell Extensions.
