Disable a usb device

Hi,

I want to disable a USB device(some thing like force to safe remove or any
how), If it is not the desired one plugged in to PC (Assume we check for
some kind of authentication and, if the password is wrong).

How can I achieve this. Can I write any high level coding for this, without
go in to kernel level.
If it is essential to write a kernel level function, how can I do that.
