if there is no operating system, we use bootable CD to boot the system and
install operatinn system. although CD-ROM driver is not loaded at that
time, so how BIOS read CD-ROM data. is there any specific coding in
bootable CD or any thing else.

The layout of the bootable CD is called “El Torito”, search the web
for it.
BIOS can access the ATAPI CD with ease. More so: from inside the El
Torito boot code, you can read the CD by int13h.
