Debugging WinPEwith WinDbg

I have question regarding WinDbg and WinPE (Windows Preinstall
Environment)

How can I add “/debug” to a boot.ini that does not exist because it is
WinPE?

i.e. How can I use WinDbg on WinPE?

Edit the file I386\txtsetup.sif and modify the line “OsLoadOptions” to
include whatever boot.ini debug settings you need.
