coinstaller on Win98/SE/ME

Hi all,

Is it possible to register a coinstaller on Win98/SE/ME ?
If not, is there other way like coinstaller on Win98/SE/ME ?

It is like a normal keyboard which has all the keys as normal keyboard have
plus extra multimedia keys like “stop” to stop palying a CD-Rom,“VOL+”,“VOL-”
to increase or decrese the volume,“mute” to mute sound ,“www” for launching a
default internet browser etc.
