Does any one know of a way, other than ScriptIt, to programmatically
change the NIC Binding Order on a dual homed system? I need to accomplish
this as part of an unattended installation.

Take a look at the INetCfg APIs, documented in the DDK and
INetCfgComponentBindings::MoveAfter|Before. Also look at the DDK
samples in the DDK at src\networking\config.
