catching accessing programs to ip:port

Hi everyone…
as a part of a project I am on, I need some help please,
Can any one tell me how to catch a program when it wants to access ports
on windows,so i can later view a message
like Zone alarm for example when it tells that an aplication xx.xx “wants”
to access the enternet on IP x.y.z.w :port x

and also who to know that a program is trying to listen for connections on
a port.

You need a Tdi Filter Driver to do that.
