Hello,

Can I read data (raw) from a CD or DVD that is broken, and Windows does
not want to mount?

Surely. Open \.\E: - where E: is a drive letter of CD - and do reads
aligned by 2048.

If you want to read raw 2352-byte sectors - then SCSI passthru seems to be
the only way.
