I want to send broadcast packet to start handshake of pppoe from
application
level without installing the pppoe client driver .This is for windows
os.How to implement? winsocket ? or netbios or other ?
I think that winsocket is upper and can’t send a customized packet
without IPheader . I am not sure about it.
Any comments or concern will be appreciated .

There are various. ways to this thing. U can create ur own protocol using WSASocket and all these type of APIs. Another approach is to make filter driver or hook(if Win2K and higher version to be used). Now the approach is upto u. If u can tell me bit more precise then i can help u out in that, whether u r moving to kernel or want to be in the User Application only.

I want to implement it on application level without using pppoe driver.
I searched more documents .I am not sure that it can send pppoe broadcast
packet
PADI by socket . I am working on windows . pppoe is on datalink level and
lower than IP . It can encapsulate IP packet .
How do you think ? if these infor is enough?
