32-bit Class Installer for 64-bit driver

Is it possible to use an existing 32-bit class installer with a 64-bit
(AMD) driver? If so, what is the magic? It seems that the DLL gets
installed in system32, not syswow64, and so it doesn’t load.

I am pretty sure the coinstaller must be 64 bits.
