I have a kernel-mode callout driver, but win10 need EV code sign, and I haven’t company. How can I buy a EV code sign cert for personal ?

You can’t.  It is a fundamental requirement of an EV certificate.  I
don’t know the laws where you live, but in many countries it is pretty
easy to register yourself as a “Sole Proprietor” business.  That qualifies.

I don’t remember.  Does DigiCert require that?

It seems like only need the Organization Name, but I don’t know what is needed for further verification.

It needs to be a valid, government verifiable business, with a listed
address and telephone number, provided by a verifiable entity.

What is “verifiable” is a bit funny, but that’s the general idea.
