The theme that was developed for us is SUPER responsive in that it varies what's displayed dynamically based on the browser being used and the window size available. It's a super-awesome excellent theme, but I have seen some funky things every now and again.
I'm not able to repro what you're seeing, though. IE 11 on Win 10 latest? Any more insight you can provide for the poor web dev who'll have to try to repro the problem??

There's also a small issue with the formatting of notifications (note how the header overlaps with the "notification preferences" link)

I'm on Windows 7 Internet Explorer 11.
Even when I maximised the window or changed its size it didn't clear it - just moved the overlap about a bit.
I can't repeat it now.
I can reproduce it now. Clicking on "Recent Discussions" does it.
Ah, yes! Clicking "Recent Discussions" is a 100% repro for me (Win10, IE11... but not Chrome or Edge).
Gad! How exceedingly difficult it must be to be a web dev these days. I, OTOH, rarely have to worry about hardware not working the same way on different systems.
