One thing is sleeping less than exactly one second, one other thing is
reporting numbers that are almost 10 times off.
The test runs for about 10 seconds. The difference between the first and the
last sample is around 9 seconds (remember that I print the result of
GetSystemTime). QueryPerformanceCounter reports that the time difference is
1.17 seconds.
