ObRegisterCallbacks and Altitudes

I have a driver that is absolutely not a file system minifilter or filter but it needs to use ObRegisterCallbacks. There really is no documentation for how the altitude request for this case ought to specify load order group, nor does it seem relevant. Anyone have any experience in getting an altitude for a non fsfilter?
