You can't call it a bug in mountmgr, because you don't know that. All you can say is you have a driver for which an API returns an error, and a similar driver for which it does not. There is clearly some difference between the two drivers, and you just haven't pinpointed it yet.
I'm sure it would be, but that's not how they do it. They will bill you in advance. US$500 per incident. If the issue does end up being a Microsoft bug, they will refund the money. Some Visual Studio subscriptions offer 2 free incidents per year.
