WHQL for both Win 10 and Win 8.1?

Here’s another question that I should know the answer to, but I don’t. WHQL just hasn’t been in my radar.

If I want a Windows 10 signature, I run the HLK and submit the results. That’s clear. If I want a Windows 7 or 8.1 signature, I run the HCK and submit the results.

But what if I want both in one package? Years ago, when you submitted a WHQL package, you could request that the CAT file include all systems older than the one you tested for. So, when I submit an HLK package, am I given the option of choosing 8.1 and 7? Is it REALLY necessary to run through both HLK and HCK in that case? If you do so, how do you link them together so you get one multi-system package in return?

Last time I did this shortly after Windows 10 release so I can’t say for sure, but as far as I remember HLK can merge HCK and HLK results.
I was passing HCK tests for 7 and 8, and HLK tests for 10.
After that I merged HCK and HLK output with HLK and it them to MS.
As a result I got single binary from MS that was running on 7,8 and 10.
