WFP Callout Driver ALE_CONNECT_REDIRECT Not receiving packet however i see at ALE_AUTH_CONNECT_LAYER

For a specific application at customer site WFP layer ALE_CONNECT_REDIRECT Layer does not receive packet, have anyone see this issue?
