PendingFileRenameOperations with driver files

On a test machine I want to replace the driver file from the drivers directory with PendingFileRenameOperations over the registry. The entries in the registry are removed but the file isn't replaced.
Has anyone an idea what going wrong?

    "PendingFileRenameOperations" is a keyword which must be placed in the registry with a command. It is a "copy" which is done at system boot before the system drivers are loaded. It is used in installscripts and can replace files which are in use.
