Great question.
The forum's editor is semi-intelligent. In my albeit limited experience, this means that it arbitrarily honors blank lines on a post by post basis. It drives me nuts, and I thank you for asking about this because it'll cause me to ask the support folks how this is SUPPOSED to work.
When I want to create paragraphs and manually enter blank lines, I insert a "non-breaking space" HTML character (ampersand plus "nbsp;"). In fact, I had to do it in this post in order to get three separate paragraphs.
Like I said... it seems entirely arbitrary to me.
