What is ECP and IIRC ?

I have read pages about ECPs. I do not find anything about IIRC. Questions;

1. Why do we need them ?
2. How long they are valid ? Can I get them until file closed ? Is there valid in other calback routines such as pre-write ?
3. What does IIRC stand for ?

ECP is Extended Create Parametres
