buy the source code by www.stollmann.de

Funny, here is no document special for ISDN. For ISDN
you must implements the ETSI Q 921/931 rules for
the D-channel and you HDLC mode for your hardware
    and B-channel access.

XH> And where can I find NDIS/WAN spec?

Normal NDIS Spec from NT 2000 DDK,
NDIS-WAN driver with TAPI interface as NDIS 4.0 driver for
    Windows 98
Ndis-Co-Wan driver as NDIS 5.0 driver for Windows 2000
