Is there any architecture defined from microsoft for it . What i mean is the uper edge interface to IO manager like the IOCTL’s or data structures etc.
Basically what i wanted to know is, if there is a standard interface defined for a GPS driver , so that any GPS application compliant to this interface will work seamlessly.

The upper edge of GPS is a serial port configured with specific settings. This is all specified in the NMEA 0183 spec (use your favorite search engine). For instance, here is a tool you read about, http://www.scientificcomponent.com/nmea0183.htm
